I am seeing a lot of media reports that say ANC and Action SA have reached a deal that blocks the 0.5% VAT hike today in the Finance Committee.

This is patently untrue.

Action SA has asked that there be a recommendation in the Committee report, not an amendment to the fiscal framework and revenue proposals to look for alternative means to generate revenue outside of VAT.

The tax hike proposals do not lie in the Standing Committee Report of Public Hearings etc, the tax hike proposals lie in the fiscal framework and revenue proposals (Budget).

Action SA has made a proposal supporting the fiscal framework and revenue proposals - which include the VAT Hike.

They then asked that the Finance Committee Report of Public Hearings and Engagements reflects a recommendation that National Treasury must go find an alternatives to VAT within 30-days.

There is no legislation that permits this. This means that the 0.5% VAT hike was supported in the Standing Committee of Finance - by the ANC, the IFP, Action SA

Action SA has therefore supported the VAT hike. Come back in 30-days and see if their request for Treasury to find an alternative will come to fruition.

It is a mere request to Treasury, not an amendment to the fiscal framework and revenue proposals.
