The dashboard now displays a warning for all "suspicious" ICP transactions related to address poisoning and hides them by default.
Hiding such transactions significantly reduces the noise in the ICP Transactions table.

🔒 New follow rules:

• Can follow a private neuron only if you’re its controller or hotkey

1. Updated Following Restrictions
Following private neurons is restricted. A neuron can only follow a private neuron if:
•The controller of the follower neuron is also the controller of the followee, or
•The controller is a hotkey of the followee.
•Following non-existing neurons is no longer permitted.
•Existing following relationships remain valid and unaffected by this change.
•Following public neurons remains fully supported.
2. Neuron Index API
NNS Governance now includes a “get_neuron_index” API endpoint, which provides a comprehensive list of existing neurons along with metadata. Sensitive information, such as the recent ballots of private neurons, is not exposed.
Implications by Role:
•Frontend and Dashboard Developers:
You can now use “get_neuron_index” to fetch a list of neurons and their associated metadata for display or analysis.
•Custody Providers:
Please guide your users through the new following rules and ensure your applications correctly handle the new restrictions and error cases.
•End Users:
Existing follow relationships established before October 20, 2025, are grandfathered in and remain valid. Going forward, to follow a private neuron, you must be either the controller or a designated hotkey. You can still follow any public neuron without limitation.
3. Reminder:
Users must confirm their following relationships every six months to continue receiving voting rewards. If you confirm using “set_following” or “follow”, make sure your code handles new error responses. Confirmation via “refresh_voting_power” is unaffected.
