On behalf of Somaliland Americans, we would like to express our deepest gratitude for your steadfast commitment to justice by introducing H.R. 10402, the “Republic of Somaliland Independence Act.�� Your leadership and dedication to this cause have been a beacon of hope for millions of Somalilanders who have long awaited formal recognition of our hard-earned Sovereignty.
Before you came forward with your bill, no member of congress had put forth the effort to fight against the disastrous “One Somalia” policy that has been the status quo for 35 failed years. Recognition of Somaliland by the United States would send the message that America will no longer throw good money after bad, providing a powerful signal of support for democracy and success over kleptocracy and backwardness. Unlike Somalia, which has struggled with conflict and instability, Somaliland has remained peaceful and prospered, holding free and fair elections, establishing a functioning government, and ensuring the safety and security of its citizens and the world. This remarkable achievement is a testament to Somaliland’s ability to govern effectively, and it offers a model for peace and democratic governance in a region long plagued by instability. Until now, Somalia has been able to hold off its day of judgement through empty promises of reform, as well as scare tactics about the “Pandora’s Box” of recognizing Somaliland. However, any study of the situation quickly reveals that the former argument is based on the fantastical belief that Somalia’s 40 years of violence, suffering, and terrorism, would magically disappear. The latter argument is equally weak, crumbling under any scrutiny, as Somaliland’s sovereignty is rooted in both historical precedent and legal grounds. On June 26, 1960, Somaliland gained independence from Britain and was recognized as a sovereign state by 35 nations, including the United States. Somaliland’s subsequent voluntary union with Somalia was never formalized under international law, and the legal anomalies surrounding it, including the failure of Somalia to ratify the union, raise significant doubts about the legitimacy. Somaliland’s subsequent withdrawal from the union in 1991 was not an act of secession, but rather the legitimate reclamation of its original independence, which was never legally extinguished. Moreover, the African Union’s 2005 Fact-Finding Mission confirmed that Somaliland’s case is unique in African political history, underscoring that its situation does not open a precedent for widespread secessionist movements.
The bottom line is that Somaliland reclaiming its Sovereignty after an unresolved and ultimately unsuccessful union is a win for justice and democracy without negative consequences for anyone other than those who’ve staked their careers on Somalia.
