During his two-day visit to Latvia, Secretary General @alain_berset thanked the country for its strong support for accountability in Ukraine, including its role as a founding member of the Register of Damage for Ukraine.

At the Riga Conference 2026, I spoke about why Europe’s democratic security is linked to Ukraine.
Europe’s next order will need military, energy and economic security. Above all, it will need democratic security. Ukraine is where all four meet. Without the last, none of the others will hold.

The Council of Europe is leading the effort for accountability, backed by 46 member states and our common legal space. But this effort reaches far beyond Europe, with countries around the world joining us to ensure justice for Ukraine.

We will continue building broader international support for accountability, including in New York, where we will be opening the Council of Europe’s new office on 21 September.
