The Disability Confident scheme is meaningless.
In 2025, 19,000 employers were signed up.
74% held the Level 1 badge. No requirement to employ a single disabled person.
At Level 2, employers are asked whether they hire disabled people. The question is optional. In 2025, 41% declined to answer or said they didn’t know.
Just 748 organisations reached Level 3, the only tier that requires employers to show they employ disabled people.
Yet the government does not track impairment type. There is no measurement of workplace adjustments. No requirement to publish outcomes. No proof of impact.
A company could employ one disabled person who requires no real adjustments and still secure the top badge.
That badge can strengthen bids for public contracts.
Let’s be honest.
This isn’t inclusion. It’s branding.

The National Cancer Plan rightly focuses on early diagnosis and improving cancer survival.
But NHS England admits it doesn’t monitor whether hospitals or services are physically accessible.
Disabled patients are telling me they’re being locked out of care.
How can early diagnosis work if people can’t physically access services?

But what about blind and deaf children? They rely on highly specialist teachers, and those posts are declining nationally. There is no clear workforce protection plan for them in the White Paper.

Qualified Teachers of Vision Impairment are being cut. Teachers of the Deaf are down nationally. Yet the White Paper offers no clear workforce plan.
As reform leans into broad neurodiversity language, children with sensory disabilities risk being quietly pushed aside.
Redcar and Cleveland Council spent £3m in one year on just four SEN children educated outside school. Around £750k each.
Thousands of children with SEND are now being educated outside school after placements collapse, according to nationwide FOIs.
The White Paper promises more training and educational psychologists.
Training does not create specialist places.
Without real capacity, more children will fall out of school and costs will keep rising.

If a child cannot access the lesson, they are not included.
The Schools White Paper talks about more psychologists and more mainstream SEND training.
But a short training module is not the same as a Qualified Teacher of the Visually Impaired.
It is not the same as a Teacher of the Deaf.
Teachers of the Deaf are down 17 percent.
61 percent of councils cut or froze Qualified Teachers of the Visually Impaired in a single year.
You cannot claim inclusion while cutting the very specialists who make learning accessible.
Mainstream rhetoric is not access.
Access requires sensory loss expertise.

I am a blind journalist investigating this.
