A special mention is required for Zidco, the holding company that operated officially as the economic arm of the ZANU-PF leadership. Formed soon after independence as a joint venture between Asian businessmen based in London and M&S Syndicate, created in 1979 to manage the assets (including about fifty real estate properties in various countries) of the Muzenda and Sumbureru families. Zidco’s
operations are not usually publicized and the distribution of dividends remains totally unclear: as one observer noted, the ruling party regularly claims to be broke and its coffers have been filled up through the years by taxpayers’ money through the Ministry of Political Affairs and
through the Political Party Finances Act.
It is safe to assume that Zidco’s dividends were not entirely lost for everybody. ZANU-PF big men packed the board of the company—in particular, Mugabe’s trusted aide Emmerson Mnangagwa, chairman of M&S and Zidco holdings until 1999, and Sydney Sekeramayi, both former ministers of security in charge of the highly politicized secret service (CIO). Enos Chikowore, Didymus Mutasa, and Frederick Shava—all former or current ministers—were also listed as Zidco directors at one point.
