We know that nobody will be denied, because that law has only been layn dorment from 2011 on and not essentially reactivated.
The "you have to sign out" part had been law since the 1950s.
People keep repeating this idea that “a laser takes 3 seconds to reach the Moon, radio is slower, so you can’t have live communication with a ship moving away from Earth.” None of that is true. Radio waves are light. Same speed. Same physics. The only difference is wavelength.
The delay you get talking to a spacecraft is just the distance. That’s it. A signal to the Moon is about 1.3 seconds one way. A ship farther out has a longer delay, but it’s still real‑time communication. That’s why Apollo, Artemis, Voyager, and every deep‑space probe can talk to Earth continuously.
There’s no “the signal can’t keep up” problem. There’s no magic distance where radio stops working. It’s just light traveling through space, exactly the way physics says it should. The only thing slowing people down here is bad science on the internet.
