Miller started to bring it under control with things like student caps,reduced PNP spots and stricter requirements. I prefer him over Diab who has been unimpressive on the file.

@ir_mann @imtyrelchambers Its so they qualify through the high wage lmia stream which has fewer restrictions compared to the low wage stream. Easier to get approved and then they claw back the money from the employee so they arent actually making that amount. Just on paper.
