I am moving the High Court of Karnataka to challenge the arbitrary and opaque conduct by the State government and BMRCL in not making public the Metro Fare Fixation Committee Report. The matter will be heard tomorrow - WP No. 19524/2025 (GM-RES) LS Tejasvi Surya v. BMRCL & Ors.
It is outrageous that the BMRCL and the Karnataka government continue to keep the Fare Fixation Committee (FFC) report secret—a report that recommended a steep 130% hike in Metro fares.
The committee undertook foreign visits on public money, made sweeping recommendations, and yet, its findings are being kept away from the very people it affects. Since this fare hike, ridership has dropped significantly. Bengaluru Metro is now the most expensive in India, unaffordable for many middle-class commuters.
Every other metro system in the country, including Delhi, has made its FFC reports public. Why is Bengaluru the exception? What is the government trying to hide?
Despite repeated requests over three months, and even RTI applications, the report remains under wraps. There is no national security concern here. Then why the secrecy? Why is CM Siddaramaiah refusing to release it?
Public transport must be affordable, reliable, and above all accountable to the public, who fund and use it. This fight is for transparency and fairness. This fight is for Bengaluru.
I will not rest until Namma Bengaluru becomes a model in public transport for all of India.

The Bengaluru Tunnel Road project is yet another instance of Congress Govt systematically destroying public transport in the city.
From the word go, the Hebbal–SilkBoard tunnel idea is beset with problems.
Consider this.
- The tunnel road access is going to be only for 4-wheelers with a toll of ₹600 per return journey.
- DPR was prepared at a cost of Rs 9.5 crore by a consultant who was previously blacklisted elsewhere. Even after this exorbitant cost, many parts of the DPR were directly copied from another report.
- Tunnel road is an unscientific solution for Bengaluru’s mobility issues & bound to fail at ₹18,000 crore of the taxpayers' money.
- 40% Viability Gap Funding: Further, the state government will bear an additional ₹7,200 crore to cover the gap between revenue and expenditure of the unviable project.
Thank you, @DKShivakumar, for neglecting crucial civic issues such as potholes, underfunding public transport, delaying Metro projects, withholding Fare Fixation Committee reports, and pushing forward with an unscientific project.

Public transport isn’t just about movement. It’s about ambition, aesthetics, and respect for the commuter. But this sentiment is missing in Bengaluru.
I have again reminded MD @OfficialBMRCL today to make public the fare fixation committee report.
Why are you not making it public? What is it that you want to hide? It certainly isn’t a document of national security implications that it can’t be made public. We deserve a right to understand what led the committee to fix such steep prices for Metro!
Public transport has to be the cheapest and most efficient option for urban mobility. We need to push that.
