In 2021, the Speakership election marked a major turning point in Ugandan politics as Jacob Oulanyah defeated long-serving Speaker Rebecca Kadaga, ending her decade-long tenure. The contest exposed deep rifts within the ruling National Resistance Movement (NRM) after Kadaga defied the party’s Central Executive Committee (CEC) by running as an Independent, despite its endorsement of Oulanyah.

NRM leaders backed Oulanyah, citing an alleged 2016 gentleman’s agreement on succession, his legal expertise, and his role in consolidating Northern Uganda as an NRM stronghold. At the May 24, 2021 vote held at Kololo Independence Grounds, Oulanyah won decisively with 310 votes to Kadaga’s 197. However, his victory was short-lived; he died in March 2022, paving the way for his deputy, Anita Annet Among, to become Speaker, while Kadaga was later appointed 1st Deputy Prime Minister to preserve party cohesion.
