Delcy Rodríguez and the core of the regime’s leadership are negotiating with the United States as we speak. This is not a sudden pivot. It is the result of a conclusion reached in Washington over months: the U.S. does not believe that María Corina Machado and the opposition have the operational capacity to seize power in Venezuela because they do not control, or meaningfully fracture, the military. If they did, power would have shifted immediately after the 2024 presidential election. It did not.

For a long period, U.S. officials, including Marco Rubio, were in constant communication with Machado and her team. They were asked repeatedly for proof of a concrete plan, not just to win power symbolically, but to retain it in practice: chain of command, military alignment, institutional control, day-after governance. The answers were consistently evasive, justified by security concerns, but never substantiated. At that point, from the U.S. government’s perspective, the opposition ceased to look like a viable transition mechanism and began to look like a political wager with no enforcement arm.

The plan now on the table is for Delcy Rodríguez to stabilize the country with U.S. backing and then call for general elections. This is not framed as an endorsement of the regime, but as a containment and transition strategy. Washington is explicit about one thing: this is not a partnership of equals. The United States is running the process, the lines are being managed through Rubio, and the leverage is entirely asymmetric. Delcy is the instrument, not the center of gravity.

U.S. officials also assess that Delcy’s harsh public rhetoric today was aimed inward, at the chavista base, not outward. That messaging is understood as domestic signaling. Nevertheless, as of now, negotiations with the United States are ongoing as we speak.

Van unas primeras reacciones a botepronto sobre el operativo para capturar a Maduro anoche:

· No se puede tapar el sol con un dedo. El continente americano será una mejor región sin la dictadura y el régimen autoritario y represor impuestos por Chávez y posteriormente Maduro, causantes de la evisceración democrática en Venezuela y de uno de los éxodos de migrantes y refugiados más grandes en el mundo a lo largo del último lustro en particular. No hay manera de defender -ni se debe defender- ese régimen. Según encuestas y sondeos en Venezuela, cerca del 80% de los venezolanos querían ver a Maduro expulsado del poder.

· El uso de la fuerza por parte del gobierno de Trump es otra vuelta de tuerca más en la erosión reciente y creciente del derecho internacional y el principio de no recurrir a la fuerza de manera unilateral al margen de lo que contempla el Artículo 5 de la Carta de las Naciones Unidas, con consecuencias e implicaciones muy graves para el futuro del sistema internacional. · El multilateralismo en general, ONU y OEA, y los mecanismos regionales de concertación, sobre todo la CELAC, se han mostrado incapaces de encontrar una salida a la situación en Venezuela, presionar a Maduro, un mandatario ilegítimo, sobre todo a raíz de las últimas elecciones generales en Venezuela de 2024 -en la cuales casi el 70% del electorado voto contra él- y el escandaloso fraude orquestado por él en esos comicios.

· Lo difícil viene ahora. No está claro cuál es la situación sobre el terreno en Venezuela en este momento, y el caos podría ser lo único que ocupe los zapatos que deja Maduro. Por poderoso que sea EEUU con el despliegue militar más grande que ha visto la región desde la Crisis de los Misiles en 1962 y por muy eficaces que sean sus fuerzas especiales, es posible que el operativo para capturar a Maduro haya contado con el apoyo de algunos sectores de las fuerza armadas venezolanas (Venezuela y el chavismo no son Panamá ni el régimen de Noriega). Cómo se vayan acomodando esas fuerzas -y el liderazgo venezolano que rodeaba a Maduro (Delcy Rodríguez, por ejemplo, está hoy en Moscú) en las horas y días por venir será clave para lo que venga en Venezuela, al margen de las fanfarronadas y baladronadas de Trump (vaya incoherencia de declaraciones iniciales en su conferencia de prensa!) en el mensaje a medios que se efectuó esta mañana.

· Será fundamental que países de la región -y fuera de ella- trabajen de la mano con la oposición venezolana para encontrar una hoja de ruta para transitar del chavismo y del caos de hoy a un proceso de verdadera transición democrática.

· Y el gobierno mexicano tendrá que hilar fino en su posicionamiento y declaraciones, tal como lo demuestran la manera en la cual la Casa Blanca reaccionó en redes sociales al postero de la presidenta Sheinbaum esta mañana y las declaraciones del propio Trump a las preguntas de reporteros en la conferencia de prensa de esta mañana. Arropar a Maduro y al chavismo -por mucho que eso sea el resorte que mueva al ala talibana de MORENA, sobre todo por el apoyo financiero que Hugo Chávez otorgó a López Obrador en su campaña presidencial de 2006- podría costarle muy caro a México, sobre todo en un 2026 que será clave para el destino y futuro (aranceles, revisión del T-MEC y la agenda antinarcóticos) de la relación bilateral con EEUU.
