We are building decentralized KYC trying to keep users anonymous as much as possible (the personal data released to the suitor only in the reasonable case e.g. fraud)

We try to tackle the issues you mentioned by encrypting the data, possible to decrypt with DAO vote. We have not approached continuous watchdog list feature yet.
