Was a way of keeping mainly infrastructure projects off Gov books with all the risk put on the private sector for 25+ yrs

An SPV (a company made up of different stakeholders) finances, designs, builds, operates and maintains it for 25yrs.Contract was signed in 2007 so has 10 more yrs to milk the public cow!
