Because it requires coordination and that requires shared incentives directed to a goal. No amount of loyalty, planning, 'revolutionary spirit' or money can resolve for that.

An interesting take away from Saki Macozoma's NDR Seminar talk was that he doesn't just need the listener to believe that one Black billionaire is powerless. He also needs you to believe that 2, 3, 6, 8 Black billionaires are powerless as well. He also needs you to believe this remains the case even when this 'patriotic bourgeoisie' has the full support and machinery of the governing order on its side. It's a fascinating world view.

We have a system where, regardless of what they say, there are no operationally aligned incentives shared by the governing elite or their tethers within the public service beyond deployment requirements/patronage. It's a 'Look at God' economy but it's a Guluva governance model.
