Why did the DoD allow Lue Elizondo to make those earth shattering claims in his book?

Some UFOs are non-human, Roswell crash was real, we're not alone on earth. Lue Elizondo says he is allowed to say these things because he thinks there is a fraction within the U.S. government that is ready to finally have this conversation.

Other possibilities I've heard from the UFOX community:

1) None of this is true and the DoD doesn't care.
2) This is misdirection for multiple reasons.
3) Some of it is true but some of it is false.
4) Early April fools joke.
5) Other.
