“The Combined Law Enforcement Associations of Texas (CLEAT) is aware of the AG ruling via letter this week regarding personnel files for peace officers operating under Ch 143 LGC. It is our position that state law is inviolable, that this opinion was based on FALSE information provided by the City of Austin, and that the opinion is not valid.

The City of Austin provided information to the Texas Attorney General by stating the Austin Police Department does not maintain personnel files under 143.089(g) which is entirely false. The opinion was derived from this notion and therefore is invalid.

CLEAT is prepared to take any action necessary to protect the rights and interests of officers under state law.”

TX Senate passed HB 4141 yesterday! Pension benefits equity for campus peace officers has been a priority for CLEAT for many years. Though this bill does not provide immediate relief or equity, it does require an extensive study of the benefits received now by campus officers and how they compare to other peace officers.
It will require agencies to report staffing, retention rates and salaries to TRS. It requires TRS to report to the legislature the full costs associated with alternate pension benefit plans and options to improve benefits for campus officers.
This is the first time in over 20 years that significant legislation for these officers has passed the legislature.
