Hoy tenemos una nueva versión del motivo del viaje del director de la CIA, John Ratcliffe, a Moscú; instar al Kremlin a poner fin a la guerra, antes de que su situación militar y económica se volviera catastrófica.

Según funcionarios actuales y antiguos (anónimos), Ratcliffe fue a entregar una evaluación sombría de la guerra y a decir que a Moscú le conviene negociar antes de que empeore su situación militar y económica. Argumentos:

Ucrania no va a dejar de pelear en el este aunque EE. UU. recorte ayuda.
Avance ruso mínimo: en 18 meses de mandato de Ratcliffe, Rusia habría ganado alrededor del 1 % del territorio ucraniano ( y esto igual ni siquiera es así ya).
En Julio Ratcliffe ya había dicho en público que la esperanza de vida de un soldado ruso en primera línea era inferior a 35 minutos.
Antes de Moscú habló con homólogos ucranianos y les aseguró que no iba a ceder nada en nombre de Kyiv; solo a sondear posiciones rusas.

In 1975, the soviets signed the Helsinki Final Act, committing themselves to the non-use of force, the inviolability of borders, territorial integrity and non-intervention.

In 1991, russia joined the Alma-Ata Declaration recognising the territorial integrity of the former soviet republics and the inviolability of their existing borders.

In 1994, russia signed the Budapest Memorandum, explicitly promising to respect Ukraine’s independence, sovereignty and existing borders and to refrain from the threat or use of force against it. Then it seized Crimea in 2014.

In 1997, russia signed the Treaty of Friendship with Ukraine, recognising the inviolability of their existing borders, renouncing territorial claims and committing itself to non-use of force.

In 1999, russia committed at the OSCE Istanbul summit to withdraw its remaining forces from Moldova by the end of 2002. It did not.

In 2003, russia signed a treaty formally establishing and recognising the russia-Ukraine state border.

In 2008, russia accepted the six-point Georgia ceasefire requiring russian forces to withdraw to the positions they held before hostilities. The Council of Europe subsequently documented delays and failures in implementing those obligations.

If you believe anything russia says, you are either paid by russia, retarded, or both.

If Russia were truly preparing for any real steps toward de-escalation – as it claims, particularly to American negotiators – this wave of “shahed” terror would not be happening. And we need to take a sober view of the situation. Russia knows how to send the kind of encouraging diplomatic signals that the world simply wants to hear… It knows how to send such signals in order to delay tough steps by the world in response to the war.

In America, the important Lindsey Graham sanctions and tariffs law has already reached the implementation stage. It is a law that can change a lot for the better if fully implemented. This law needs to be implemented – and everyone in the world can see that there is EVERY REASON to apply it and A CLEAR PURPOSE for doing so. We are counting on effective decisions from the world and stronger pressure from our partners, so that Russia sees that manipulating diplomatic signals will not allow it to keep winning more and more time for war and terror. It is important that our other partners in the G7 and G20 also take a principled stance.

New sanctions packages are being prepared – specifically targeting financial networks, supply chains for components and equipment used in the production of Russian weapons, and specific companies and individuals primarily involved in the production of Russian ballistic missiles. The new sanctions must take effect as early as October to provide a stronger foundation for changing the situation and pushing Russia toward real diplomacy. Thank you to everyone who helps Ukraine!
