In the Ukrainian SSR this took the form of "Ukrainization" there were even Decrees in 1923 that mandated Ukrainian language use in education, cultural institutions, and state bodies, with equal rights for languages and facilitation of Ukrainian. Schools were even encouraged to shif heavily to Ukrainian as the language of instruction (even in areas with significant Russianspeaking populations)
Newspapers, books, theaters, films, universities, government offices, party structures, trade unions, and even aspects of the military were Ukrainianized.
Ukrainian cadres were actively recruited into the Communist Party and Soviet administration.
The policy was framed as strengthening the “union of the peasantry with the working class” and overall support for the Soviet system.
This produced a significant expansion of Ukrainian language education, publishing, and public life compared to the preceding Tsarist restrictions. It was an official, open Soviet policy, not a suppressed underground development.
