Emmas fall är inte en isolerad händelse. Hon är ett av många barn som hamnar i kläm till följd av strukturella systemfel i ett samhälle som inte hunnit med tekniken. Grooming och ett sökande av sexuella kontakter med barn på nätet är inte, som lagstiftaren valt att behandla dem, harmlösa förberedelsestadium till ett brott.

För de barn som utsätts sker skadan omedelbart. Rädslan och förlusten av kontroll inträffar i samma stund som kontakten etableras. I praktiken utsätts dessa barn för ett pågående sexuellt övergrepp, med konsekvenser som ofta är djupare och mer långvariga än vid många brott, som i dag rubriceras som fullbordade.

I de fall där vuxna som söker sexuell kontakt med barn, istället möter ett fiktivt barn, kan övergrepp stoppas på ett betydligt tidigare plan.

Sverige ratificerade Lanzarotekonventionen 2013. Enligt artikel 4 åtar sig staten att arbeta systematiskt och förebyggande mot sexuella övergrepp på barn. Enligt konventionen förbinder man sig även att samverka med civilsamhället.

År 2021 konstaterade Riksrevisionen i rapport RIR 2021:25 att det förebyggande arbetet mot internetbaserade sexuella övergrepp på barn är otillräckligt.

När staten åtagit sig att bedriva ett aktivt brottsförebyggande arbete men underlåter att göra det, och civilsamhällets insatser som fungerar som en brandvägg mellan förövare och barn hotas med fängelse uppstår ett tomrum.
Vem ska skydda Emmas generation?

Lanzarotekonventionen betonar inte bara statens ansvar utan även vikten av samverkan med andra aktörer. Ett system där endast efterföljande utredningar återstår, efter att ett barn redan har skadats, uppfyller inte konventionens intention om prevention.

During the month of November many tests have been made with the prototypes of the Ecat and the first lot of industrialized modules is under construction.
It is likely that the deliveries will start in December, starting with industrial applications.
We are very pleased with the level of reliability we have reached. Our prototypes have worked 24 hours per day for months.
I am already working on the next generation as the chief scientist, because the tests on this first wave have suggested improvements we can make for the next series.
