@houmanhemmati @L10mcorrente @InformedMama209 @Portantino @GavinNewsom It's a veto, the Governor uses the same "for these reasons, I cannot sign this bill" phase as his notice of veto. He does this with every other bill he rejects. (there's been a lot of vetoes recently)

Don't recall a time when he's allowed something to pass without his signature.
