COA FLAGGED OVP'S P168-M RELIEF OPERATIONS IN 2025

READ: The Commission on Audit (COA) called out the Office of the Vice President (OVP) over inconsistencies, deviations from guidelines, and missing or incomplete documentation related to its P168-million relief operations in 2025.

In its 273-page report on the 2025 Disaster Risk Reduction and Management Fund (DRRMF), COA noted deficiencies in the implementation of the OVP’s relief operations, including inconsistencies between situational reports, deviations from approved mission orders, issuance of open-ended mission orders, deficiencies in beneficiary and distribution records, and missing or incomplete required documents.

According to COA, these deficiencies reduced assurance on the completeness, reliability, and verifiability of the relief distribution records and weakened controls over the OVP’s relief operations.
