You cannot be operator and regulator at the same time.
Without a strong regulatory body, the aviation sector would be akin to an unregulated, illegal roadside motor park. It would be bad for ALL stakeholders.
Planes would fall from the sky consistently, and nobody would be accountable. Consumers would be at the total mercy of operators where there is nobody to enforce regulations and balance. Investigations would most assuredly come to the same conclusions ALL THE TIME.
Safety, the priority in aviation, would no longer be assured. Standards would fall and the paying travellers would suffer for it.
A strong regulatory Authority protects ALL stakeholders, enforces ICAO's recommended standards and practices, and helps to improve Nigeria's rating in the global aviation community.
You cannot be operator and regulator at the same time.
The NCAA recently sanctioned a domestic airline for extremely delayed refunds. The airline paid the sanction fee, but is still not complying with refund timelines per Part 19 of the NCAA regulations.
We are presently writing a LOI to the airline and may be forced to proceed to newer, stiffer sanctions (subject to the approval of the DGCA) if this scenario does not change quickly.
It is not a great business model to keep your customers in a perpetual state of dissatisfaction, anxiety, and despair.
The NCAA will protect the rights of all stakeholders without prejudice.
Don't forget Mr Achimugu @mikeachimugu01 is doing everything possible to make Nigeria Air Passengers get the best services from airline.

Listen to @mikeachimugu01, you will see a man who is passionate about the safety and well-being of Nigeria Air Passengers. Nigerians we need to give this man all the support he need to make sure Air passenger are well treated by airline.
The operator, XEJET, has paid the sanction fee to the NCAA along with an official apology for the issues that led to a sanction, and a commitment to continue to improve the quality of its service to passengers.
The payment of a sanction fee does not abdicate the airline's obligation to pay the refunds and compensations owed to complainants as determined by Part 19 of the NCAA regulations.
The Authority will ensure that there is compliance in this regard.
The NCAA continues to strike a healthy balance in protecting the rights of all industry stakeholders.

On 12th of May 2026, I had a boarding pass dispute with United Nigeria Airline and I escalated to NCAA officials at Abuja Domestic Terminal. The Intervention Officers mediated and helped resolve the issue with a commitment to ensure the process is reviewed across all airlines.
