In order to have legitimacy an election process must ve designed to be so secure that confidence is a given.

The process here doesn't have that.

I've been thinking that they may actually cheat (if necessary) to lockout Steyer. Because of blue no matter who voters, the insiders may see their best chsnce as Becerra vs Hilton in November. Having Becerra (one of the insider crew) face Steyer (a wildcard) is riskier for the machine.

We won't know if the Bianco voters could have changed that until the jsnky, shady process finishes.

They "count" mail ind for a week. They also "cure" votes by subjectively throwing out ballots with "mismatched" signatures.

I don't think a lot of people truly understand how corrupt voting is in California.

Having said that, Becerra is a connected insider with voter name recognition. Because of blue no matter who voting, He will likely forsee his chances against Hilton as much easier than Steyer, so they may actually cheat to lockout Steyer.
