If we earned money and kept it we could lower taxes without block grant adjustment. But we earn money then get it back after the Barnett formula meaning we lower taxes we lose twice.

@CraigHouston_ @fra29709 I'd assume this is where the Barnett formula comes into play, if say England lowered taxes the UK government gets to balance the books of the budget so they don't lose public spending money, if Scotland did that they risk losing money for public spending so it has to cut spending

@CraigHouston_ @fra29709 Taxes can only go one way in Scotland, up. Westminster controls when they go down so I don't think that's the SNPs fault, if taxes need to go up (reacting to world events etc) they need to go up and when we can put them down again...we can't unless Westminster says so...

@LouiseG98189128 Scotland doesn't control the energy sadly that's Westminster, what we do control has massively improved under SNP but Westminster won't let us control it so we keep voting SNP so they fight for us to get control of it. Our bills are a mess due to Westminster.
