Panthalassa, a Peter Thiel-backed startup valued at nearly $1 billion, has raised $140 million to build floating ocean platforms that power and cool AI data centers using wave energy โ repeating an experiment Microsoft ran, concluded, and shelved.
Panthalassa's model uses wave-driven buoys to generate electricity and seawater for cooling, eliminating grid dependence and land-use permits. The company claims a 100x cost advantage over land-based facilities, a figure its founders hedged to 10x "if we're off by a factor." A business plan with a built-in ten-fold uncertainty is not a business plan.
Microsoft's Project Natick ran underwater data center pods from 2018 to 2020. The company found the pods couldn't scale, repairs required full retrieval to the surface, and the architecture didn't suit AI workloads. Microsoft ended the project and moved on. Panthalassa is pitching the same concept with bigger numbers and a friendlier word for the water.
Communities have blocked an estimated $130 billion in land-based data center projects. Every ocean, tent, and orbital proposal is a routing attempt around that opposition, not a technological breakthrough. The buildout timeline these companies sold to investors is slipping, and each month produces a new venue for chips that have nowhere to go.
My take: Wave power and Peter Thiel's money will not fix the problem that communities already identified.
The opposition to land-based data centers is a material response to facilities that consume water, drive up energy costs, and deliver local jobs that don't exist. Moving the infrastructure offshore doesn't resolve any of that; it makes the facilities more expensive, less maintainable, and harder for workers to reach. The money raised so far would need to produce returns. At 10x cost advantage instead of 100x, the math probably doesn't close.

ICE has shot and killed yet another man, this time a 26-year-old Colombian in Maine who was not the target of their investigation.
This comes after they killed a Mexican man, who was also not the target of their operation, in Houston last week.
