BREAKING: Canada is sharply tightening immigration in 2026, cutting numbers across nearly every stream after years of record-high intake.

Permanent resident admissions will drop to 380,000 in 2026, down from 395,000 in 2025 and over 483,000 in 2024, when intake peaked. The lower target will remain through 2028, prioritizing skilled workers, those with Canadian experience, and French speakers.

Temporary worker admissions will fall to about 230,000 in 2026, down from 367,750 in 2025, as Ottawa aims to reduce the temporary resident population to under 5% of Canada’s total population.

International student permits are being cut the hardest: Canada plans to issue 155,000 new study permits in 2026, down from 437,000 in 2025, 360,000 in 2024, and more than 650,000 in 2023.

Family reunification admissions will decline to 84,000 in 2026, down from earlier targets, while work permits for spouses and children of students and foreign workers are being heavily restricted.

Refugee and humanitarian admissions will fall to 56,200 in 2026, down nearly 12,000 from previous plans, with even lower targets for later years.

Overall, Canada is shifting from high-volume immigration to stricter limits, tighter eligibility, and a more selective system focused on economic contribution 🇨🇦
