It was not until 10 days after China’s accession to the World Trade Organization (WTO) in 2001 that Chinese authorities began to formulate policies to simplify the process and allow citizens to apply for private-use passports on an as-needed basis.
Since the establishment of the People’s Republic in 1949, Chinese citizens have, for the most part, not had the freedom to travel. Even the Chinese government itself acknowledges that the process of obtaining a passport used to be extremely cumbersome;
