More efficient production lowers the cost of all vehicles. It is more expensive to add the heating elements on an ad hoc basis than to add them to all the vehicles, and then charge for usage. The way time fee to unlock that accessory would achieve the same result without brand damage.
How better to demonstrate status than allocating your life sustaining resources to a special class of non-related human? Throughout human history the elite similarly demonstrated status with dogs/pets... demonstrating an extreme abundance of resources, "more than enough for my gene pool."
