Are you truly not understanding or are you being intentionally obtuse? Define “fulfill”. Jesus came to complete the purpose of the old law, not hold everyone to it. Keep reading passed what you posted. Jesus continues to redefine how Christians should behave. He continually says “the old law says that, but I say do this”. He does this all through chapter 5, 6, and 7. He redefines the law. See here in Matthew 7:12:
“Do to others whatever you would like them to do to you. This is the essence of all that is taught in the law and the prophets.
He sums it up nicely. But read all of it to see how he states the old law and redefines them going forward. He redefines, giving, divorce, forgiveness, all of it.

You purposefully left out the rest. In the very next verse Jesus says…..
“You have heard that our ancestors were told, ‘You must not murder. If you commit murder, you are subject to judgment.’ But I say, if you are even angry with someone, you are subject to judgment! If you call someone an idiot, you are in danger of being brought before the court. And if you curse someone, you are in danger of the fires of hell”
