With the new capital, the Roman administration followed the emperor to Constantinople. Constantine saw Rome and Constantinople as the twin cities of the world. But with the administration barely left intact in Italy, projects such as these became smaller and less public
One last piece of information. The reason why the Constantine Basilica is considered the last great Roman project was the shift away from the west (modern-day Italy) towards the east, with the new capital, Constantinople.
