Customs, World Bank Group Strengthen Post Clearance Audit Capacity
The Nigeria Customs Service (NCS) has commenced a two-week Technical Assistance Mission on Post Clearance Audit (PCA) in collaboration with the World Bank Group under the Accelerated Revenue Mobilisation Reform (ARMOR) Programme, aimed at strengthening compliance management, revenue assurance, and trade facilitation through modern audit practices.
The workshop, which runs from June 1 to June 12, 2026, is taking place at the Service's Headquarters in Maitama, Abuja.
Delivering the opening remarks on behalf of the Comptroller-General of Customs, Adewale Adeniyi, Assistant Comptroller-General Babatunde Olomu described the mission as a significant step in advancing the Service's modernisation agenda and strengthening its capacity as a technology-driven, intelligence-led, and globally competitive customs administration.
He noted that modern customs administrations increasingly rely on intelligence-led, risk-based, and post-clearance interventions that promote voluntary compliance while supporting legitimate trade and economic growth.
According to him, the mission offers an opportunity to assess existing processes, identify operational gaps, adopt international best practices, and develop practical solutions to strengthen the Post Clearance Audit framework.
Olomu identified risk-based targeting, case management, registry management, quality assurance, standardisation, and integrated audit systems as key areas of focus.
He emphasised that effective Post Clearance Audit enables Customs to move beyond transaction-based controls to a strategic compliance management approach that enhances revenue assurance, facilitates legitimate trade, strengthens transparency, and boosts public confidence.
"This mission presents a valuable opportunity to critically assess our existing processes, identify gaps, learn from international best practices, and develop practical solutions that will strengthen our PCA framework and overall compliance management system." He stated.
The ACG commended the Comptroller-General for his commitment to modernisation and capacity building and also appreciated the World Bank and other development partners for their sustained support for Customs reforms.
He urged participants to actively engage throughout the programme and ensure that lessons learned are translated into measurable improvements in daily operations.
Speaking at the event, World Bank Task Team Lead, Moses Kajubi, said the mission is designed to strengthen the capacity of Post Clearance Audit officers through modern customs practices, practical audit tools, and internationally recognised methodologies.
He explained that participants would be exposed to global best practices, case management techniques, and compliance management strategies that can be adapted to Nigeria's operational environment.
Kajubi stressed the importance of leveraging technology, structured case management systems, and data-driven decision-making to improve audit quality, compliance monitoring, and trade facilitation outcomes.
"This engagement will equip participants with practical tools and global best practices that can be applied directly in the field to improve the effectiveness of Post Clearance Audit operations."He stated.
He expressed confidence that the engagement would strengthen institutional capacity and contribute significantly to the Nigeria Customs Service's modernisation objectives.
Lead Consultant for the ARMOR-P, Colonel Aloke Dutt, said the mission seeks to enhance trade facilitation, optimise revenue, and improve compliance management through a more structured and unified approach to Post Clearance Audit.
He emphasised the need for standardised audit methodologies, effective monitoring mechanisms, and the integration of data analytics into audit processes to improve accountability and operational efficiency.

Tincan Customs Clarifies Enforcement Action on Vessel Discharging PMS Without Clearance
...Says Officers Acted Within Provisions of NCS Act 2023
The Nigeria Customs Service (NCS), Tin Can Island Port Command, has clarified circumstances surrounding enforcement actions taken on the vessel MT NY Maria, which was found discharging Premium Motor Spirit (PMS) without requisite Customs clearance at the MRS Terminal (Dantata Jetty), Tin Can Island Port.
The Command, in a statement issued on Thursday, 28 May 2026, said the actions taken by its officers were lawful, procedural, and fully supported by the provisions of the Nigeria Customs Service Act, 2023.
According to the statement signed by the Public Relations Officer of the Command, Chief Superintendent of Customs Oscar Ivara, officers of the Boarding and Rummaging Unit boarded the vessel on Saturday, 23 May 2026, upon its arrival from the Dangote Refinery to conduct routine documentation and compliance procedures.
During the exercise, the officers reportedly discovered that the vessel lacked complete documentation, particularly the mandatory Last Port Clearance required from the port of origin.
“In line with established procedures, officers granted the vessel’s agent a two-day period to provide the outstanding document while the vessel was lawfully sealed and placed under Customs control pending compliance,” the statement noted.
The Command disclosed that despite the directive, officers later received intelligence on Wednesday, 27 May 2026, that the vessel had commenced discharge operations without obtaining the requisite Customs clearance and while still under official Customs seal.
According to the statement, officers who mobilised to the terminal encountered resistance from security personnel stationed at the facility before eventually gaining access to the premises.
The Service stated that the ship master was directed to immediately discontinue the unauthorised discharge activity and report to the Enforcement Unit to provide official statements regarding the incident, after which the vessel was resealed in accordance with extant procedures.
The Command also clarified that the ship master was not arrested, contrary to claims circulating in some quarters, but was only invited to make statements as part of ongoing investigations into the incident.
Explaining the legal basis for the enforcement action, the Service noted that Sections 30 to 35 of the Nigeria Customs Service Act, 2023 empower officers to conduct Customs controls, inspect vessels, examine goods, verify documentation, and enforce compliance within Customs Control Zones.
“The discharge of PMS by MT NY Maria without requisite clearance and while under Customs seal constituted a direct violation of Sections 46 to 58 of the Act relating to reporting obligations, goods declaration, presentation of goods, unloading procedures, and release of goods under Customs control,” the statement added.
The Command also stressed that the Nigeria Customs Service Act, 2023 empowers officers to board, inspect, detain, and enforce compliance measures on vessels and cargoes operating within Customs-controlled areas.
“The Service will continue to discharge its statutory responsibilities professionally, transparently, and without fear or favour in safeguarding Nigeria’s economic and national security interests,” the statement concluded.

While urging Nigerians to continue promoting peaceful coexistence, national unity, and mutual understanding, irrespective of religious or ethnic differences.

Speaking on the activities of the Nigeria Customs Service (NCS), Adeniyi expressed satisfaction with the Service’s performance in revenue generation, trade facilitation, and anti-smuggling operations.
He stated that the Service remains on the right path in supporting economic growth, national security, and export promotion in line with the economic policies of President Bola Tinubu.
According to him, ongoing reforms within the Service are already improving Customs operations, while export activities have continued to record steady growth.

Nigeria Customs Deepens Media Ties to Boost Stakeholder Engagement
The Nigeria Customs Service (NCS) has reaffirmed its commitment to strengthening collaboration with the media as a strategic partner in promoting stakeholder awareness, public trust, and national development.
The call for a deeper partnership was the focus of a media parley held on Monday, 25 May 2026, at the Kano/Jigawa Area Command Headquarters, Abdullahi Dikko Inde Conference Hall, Bompai, Kano. The event, organised by the National Public Relations Unit and themed “Building Synergy Between the Media and Customs for Enhanced Stakeholders’ Awareness and National Development,” brought together senior Customs officers, journalists and members of the Nigeria Union of Journalists (NUJ) from Kano, Jigawa, Kaduna and Katsina states.
Speaking at the parley, the National Public Relations Officer of the Nigeria Customs Service (NPRO), Deputy Comptroller of Customs (DC) Abdullahi Maiwada, described the media as a critical partner in nation-building and public enlightenment. “The media serves as a vital bridge through which government policies, Customs procedures, trade regulations, and enforcement activities are communicated to stakeholders and the general public,” he said.
DC Maiwada said that under the leadership of Comptroller‑General Adewale Adeniyi, the Service has intensified reforms in trade modernisation, digital transformation, intelligence‑driven enforcement, stakeholder engagement, and institutional transparency. According to him, these reforms aim to build a more responsive, accountable, technology‑driven and people‑oriented Customs administration capable of supporting national economic growth.
He urged journalists to sustain professionalism, fairness and responsible reportage, noting that accurate and timely media coverage is essential as Customs operations evolve. “We value this relationship and will continue to work closely with journalists to ensure accurate and balanced reporting of Customs activities,” DC Maiwada added, stressing efforts to counter misinformation through stronger collaboration with credible media organisations and multilingual communication strategies.

Ogun I Customs Foils Suspected Impersonation Scheme at Idiroko Border
…Recovers Military Uniforms, Cannabis Worth N259.68 Million
The Nigeria Customs Service (NCS), Ogun I Area Command, has foiled a suspected impersonation scheme after intercepting military uniforms and a large consignment of cannabis valued at N259.68 million along the Idiroko border corridor.
The Acting Customs Area Controller, Deputy Comptroller of Customs (DC) Oladapo Afeni, announced the seizure during a press briefing at the Command’s headquarters in Idiroko on Monday, 25 May 2026.
According to Afeni, officers acted on intelligence to intercept a luxury bus without a registration number. A search of the vehicle uncovered military uniforms alongside high-grade cannabis believed to be part of a coordinated attempt to undermine national security.
“The seizure of military uniforms is particularly worrying given the current security situation. Unauthorised possession of such uniforms is often linked to impersonation, where criminals disguise themselves as security personnel to commit crimes or facilitate the movement of contraband undetected,” Afeni said.
A physical examination of the seized items revealed 197 camouflage trousers and shorts concealed in unmarked cartons, five camouflage two-piece sets, 32 mixed camouflage undergarments, 32 camouflage tops, 154 strains of synthesised cannabis indica, popularly known as Canadian loud, and seven parcels of Colorado, among other items.
DC Afeni urged residents to provide timely information to help keep communities safe.
“Through dedication and stronger synergy with sister agencies, we are committed to tackling the dual threats of smuggling and insecurity head-on,” he said.
In line with inter-agency collaboration, the intercepted cannabis was handed over to the National Drug Law Enforcement Agency, Idiroko Special Area Command.
Receiving the items, the Deputy Commander of Narcotics, Ganiyu Adeyoye, described the seizure as a major breakthrough.
“This one is particularly notable because suspects were involved, which means that those involved will be brought to justice,” he said.
Customs, NUJ Partner to Sensitise Border Communities Against Smuggling in Katsina
The newly elected executives of the Nigeria Union of Journalists (NUJ), Katsina State Council, on Thursday, 21 May 2026, paid a courtesy visit to the Nigeria Customs Service (NCS), Katsina Area Command, where both organisations reaffirmed their commitment to sensitising border communities on the dangers and consequences of smuggling activities.
Speaking during the visit, the Customs Area Controller of the Katsina Area Command (CAC), Comptroller Mohd Saidu, congratulated the newly elected NUJ leadership and described the media as a critical partner in promoting national security, public enlightenment, and economic development.
He emphasised that combating smuggling requires collective efforts from security agencies, traditional institutions, community leaders, and the media to educate the public, especially residents of border communities, on the negative effects of illegal trade.
According to him, smuggling poses serious threats to the nation’s economy by undermining government policies, discouraging legitimate trade, and endangering the citizens' well-being
He assured the NUJ of the Command’s readiness to sustain collaboration with the media, stating: “Curbing smuggling activities requires collective efforts. Therefore, the Katsina Area Command is ready to partner with the NUJ in sensitising the public on the dangers of smuggling.”
In his remarks, the Chairman of the Nigeria Union of Journalists (NUJ), Katsina State Council, Comrade Aminu Dandagoro, said the visit was aimed at strengthening the existing relationship between the union and the NCS.
He noted that the newly elected executives are committed to promoting responsible journalism and supporting initiatives that foster peace, security, and national development.
Also speaking during the visit, the Patron of the NUJ, Comptroller Usman Bello (Rtd), commended the NCS for its sustained efforts in combating smuggling and safeguarding the nation’s borders.
He urged journalists to use their platforms to promote public awareness campaigns, particularly among border communities, to discourage involvement in illegal trade and other economic crimes.
Both organisations also discussed strategies for strengthening collaboration in the areas of public sensitisation, national security awareness, and effective information sharing for the overall development of Katsina State.
