Id compare the prudence of kissing akin to drinking. Drinking is not bad in and of itself, and can be enjoyed in moderation. But if someone's appetites are inclined towards alcoholism, then its wiser for them to abstain altogether.

Same with kissing. If youre inclined to be lustful, maybe its best to avoid. And id imagine there are cases where a couple can engage in kissing without inviting a sexual encounter.
