ولكي تضمن عمان عبورا آمنا، وتوفر ما يتصل به من خدمات بحرية، فإنها ستكون في حاجة إلى الاستثمار في البنية الأساسية المينائية والساحلية، وأنظمة المراقبة، وخدمات الارشاد الملاحي، وقدرات الاستجابة للطوارئ، فضلا عن استقطاب مئات الكوادر وتأهيلهم. وعمان مستعدة للتعاون مع الولايات المتحدة في هذا الشأن، لا سيما في إطار اتفاقية التجارة الحرة بين عمان والولايات المتحدة. كما يمكن للدول الأخرى أن تسعى إلى ترتيبات مماثلة مع عمان عبر اتفاقيات ثنائية.
