I want to thank everyone who came to support us tonight. I cannot express all the emotions I am feeling right now. I truly believe that our country has a bright future. We will continue to fight together for a democratic, just and prosperous Taiwan. 🇹🇼
Trump launched a U.S. SWF plan in 3 months. Singapore built GIC in 8.
How long will Taiwan wait?
It’s time to rally experts and craft a bold, future-focused strategy. A sovereign fund is not just finance—it’s national resilience.
Recently, President Willliam #ChinTeLai, ROC (Taiwan) announced that the government will establish a sovereign wealth fund to invest in international markets, thereby creating a national-level investment platform in his address to the nation . I still remember the process of
A sovereign fund needs:
1️⃣ Expert-led, politically independent management
2️⃣ Transparent strategy and risk control
3️⃣ Legal clarity and Santiago Principles-based governance
A diverse and professional preparatory committee is vital to ensure neutrality and sustainability.
In the past and my legislative services in Legislation Yuan, I have held public hearings on green finance, aiming to promote Taiwan's sustainable development through the collaboration between industry, government, and academia. I am pleased to note that the 29th United Nations Framework Convention on Climate Change (UNFCCC) (#COP29) has a strong focus on finance (investing in a livable planet for all) in its agenda. Trillions of dollars are required from each nation globally to reduce greenhouse gas emissions and protect lives and livelihoods from the worsening impacts of climate change; it includes providing financing options for developing countries.
The Asian Development Bank ( #ADB) has set a long-term goal of cumulating $100 billion worth of climate financing loans from 2019 to 2030. A senior official from the ADB stated that up to $7.2 billion in climate-related loans will be added, it will be the first-ever sovereign-guaranteed climate financing.
I call a team who specializing to discuss green securitization to boost Taiwan's FDI, help achieve net-zero carbon emissions, and facilitate inclusive finance. Less than a month after the public hearing, the Executive Yuan submitted a draft version and the 11th Legislative Yuan has already reviewed the bill. If the bill is successfully amended, it will definitely contribute to Taiwan's sustainable development.
Climate change is increasing the threat of extreme weather and disasters worldwide. Developing countries are estimated to need over $2 trillion annually to transition to clean energy and prepare for global warming by 2030. One of the key discussions in COP29 includes developing countries requiring both climate financing and donations from wealthier nations. They must seek climate funds from development banks and private investors to face global warming.
I often state that half the problems can be solved if Taiwan can bridge to international standards. When global experts and scholars gather to discuss how green finance can help reduce carbon emissions, we should also accelerate our efforts to keep pace with the world.

The #TocquevilleFoundation has held discussions since 2018 and in June of 2024 I was honoured to be asked to participate as a speaker on the panel.
The keynote speaker was General Christopher G. Cavoli, the Commander in Chief of Allied Powers since 2022.
I was able to share my journey as a philanthropist, business woman and a public servant.
As a legislator in Taiwan, I helped formulate regulations to protect the basic and environmental rights of the population which include:
1️⃣. The Rights of People with Disabilities Protection Act, which is aligned with the United Nations Convention on the Rights of Persons with Disabilities. The Greenhouse Gas Reduction & Management Act for Taiwan’s net zero targets. The Marine Conservation Act which includes provision for endangered protected species and to increase Government transparency to allow more public participation.
2️⃣. Governance Reform: Reforming the public sector’s Human Resources system to be more aligned with private sector standards, enabling Government organisations to attract the best talent to improve their efficiency. Launching a sovereign wealth fund to enable the government to increase revenue thus enabling them to provide additional resources for social welfare and other government expenditure.
Calling on my experience in both industry and government I am able to understand issues from a diverse perspective. With better public/private partnerships we can achieve better results for all.💪💪
I aware that Raspberry Pi, a popular personal computer maker, took place on the London Stock Marke by surged 43% on June 11th. This news is showing that AI is causing a sensation globally.
Many AI enthusiasts use #raspberrypi to build smart devices and conduct machine learning projects.
This reminds me of the Hackathon events held in Beijing, Africa, and Taiwan in 2017, organized by the Shin Kong Life Foundation and Mariéme Jamme, the founder of iamtheCODE and a partner of the United Nations Global Goals program. They used the Raspberry Pi system to teach programming skills. Through these global initiatives, they hope to enable one million women to learn programming by 2030, achieving greater digital equality and technological education.
Lady Mariéme Jamme visited Taiwan at our invitation, and we went to the Legislative Yuan to meet with Secretary-General Lin Chih-chia, ensuring that this world-changing programming movement was also present in Taiwan.
AI is a prevailing trend. When I was in the Legislative Yuan, I participated in expert discussions on the European Union AI Act, and I also promoted the Artificial Intelligence Bill in the Legislative Yuan. In this context, it is crucial whether Taiwan has sufficient policy support to seize the opportunities presented by this trend. Information security is the foundation of digital development and is indispensable for industrial progress. Only by strengthening information security can we lay a solid foundation and help Taiwan establish its presence on the international stage.
I visited the #Yilan Park of National Center for Traditional Arts, a place immersed in artistic atmosphere to experience traditional Taiwanese culture and participated the handicraft activities. I was able to see a variety Taiwanese treasures by DIY, and I was delighted to bump into the supporters of Taiwan People's Party during my visited. We learned about the beauty of lacquerware art, creating paintings through the technique of eggshell dyeing, which was quite vivid and exquisite.
Furthermore, I recently visited the I Yuyu Yang Museum in Taipei. Yang is a sculptor whose works range from human-object and vessel sculptures to landscape sculptures, all demonstrating his unique creative style. The golden horse statue of the Golden Horse Awards is also one of Yuyu Yang's creations. From his works rooted in local sentiments to his modern artistic creations, we can witness the evolution of contemporary Taiwanese art.
In fact, there are many traditional crafts and cultural heritage arts that deserve to be more widely known and passed on. I'm grateful that we can have the opportunity to experience the culture and aesthetics of different eras in our daily life, and appreciate the beauty of this rich inheritance.
Invited by #Bailingguo, I went on #TheKKShow to talk about my experiences as a student. Each time I have faced a challenge, it has been because I have made sufficient preparations beforehand!
Pushing forward diligently can make life better.

#DragonBoatFestivalBlessings
As the Chairperson of Shin Kong Life Foundation, I initiated a charitable event on the eve of the Dragon Boat Festival on May 9th, and all volunteers from the #HealthyLiving Volunteer Society to respond the call @TaipeiZoo to handcraft zongzi (rice dumplings ) for the gorillas, celebrating the festival together!
I remember that the first gorilla is fostered by Eugene Wu, my father and the founder of
Shin Kong Financial Holding Co., Ltd since 1986 for promoting wildlife conservation. The Taipei Zoo joins EAZA Gorilla EEP finally on 2017 after years efforts on pushing it through from my end. Special thanks to the Taipei Zoo keepers and adoption groups for their arrangements. Volunteers creatively packed gorilla food into burlap bags and crafted multiple "burlap zongzi" as enrichment props for the gorillas, enriching their feeding time and enhancing their hand skills. It's very meaningful!
Today, my family and I enjoyed various flavors of zongzi together. Which flavor do you prefer? #SouthernZongzi #NorthernZongzi #SweetZongzi #SavoryZongzi. Hope you all have a happy and healthy Dragon Boat Festival~❤️
I was invited to a grand opening of top IVF clinic in Ban Qiao, New Taipei City, which is a new branch of The Lee Women’s Fertility Hospital in Taichung. I had the pleasure met many of my former colleagues and friends from the Legislative Yuan, including Minister Dr. #ChiuTaiYuan, who serves as the convener, and legislator #SuChiaoHui, with whom I have discussed numerous critical issues. Both were honored guests at the event.
During his address, Minister Chiu Tai-yuan highlighted that the bills I introduced during my time as a legislator were forward-looking. I have convened numerous public hearings and forums where experts and scholars deliberated on various topics, including the Digital Healthcare Development Act public hearing co-hosted with Minister Chiu. Our goal was to foster the development of digital healthcare in Taiwan, aligning it with GDPR standards for data protection, information security, and the right to opt-out, ultimately aiming to create a pioneering healthcare system in Taiwan.
Another pressing issue that concerns me is the declining birth rate. During my time as a legislator, I proposed the Assisted Reproduction Act to assist families and women facing challenges in conceiving. On May 14th of this year, the Ministry of Health and Welfare presented a draft version of the law inclusive of provisions for "single women, women in same-sex relationships, partners, and surrogate mothers," providing assistance to individuals with fertility needs.
To address these challenges, I laid out three key directions for amendments:
1.Broadening the scope of the Assisted Reproduction Act to include single women, lesbians, and surrogate mothers.
2.Including provisions for assessing the best interests of the child, ensuring professional evaluations are conducted before assisted reproduction procedures to safeguard the future child's physical and mental well-being.
3.Drawing from international experiences and ensuring the rights of surrogate mothers are protected within the revised Assisted Reproduction Act.
#YourHappinessIsYourChoice. Currently, our existing Assisted Reproduction Act mandates that only "married" couples who are "infertile" can access assisted reproduction methods, an outdated requirement. Taiwan's fertility rate plummeted to 1.4 in 2001 and has since dropped below 1 as of 2020. With a rising number of same-sex couples in Taiwan desiring children and single women unable to realize their dream of motherhood due to various reasons, it is crucial to update our laws to reflect these modern family structures.
The indescribable joy I experienced witnessing the birth of my own child as a mother is a feeling that should be accessible to all. However, many individuals currently endure emotional and physical hardships traveling abroad for reproductive assistance. As the former convener of the Social Welfare and Environmental Hygiene Committee, I have already facilitated hearings and discussions, garnering bipartisan support for amending the Assisted Reproduction Act. I urge the current Executive Yuan and Legislative Yuan to promptly review the proposed amendments to the law, enabling everyone to realize their aspirations of starting a family.
#computextaipei#TaipeiInternationalComputerShow
Digital technology is a major strength of Taiwan and a global trend. I visited the Taipei Nangang Exhibition Center(TaiNEX) to experience the edgy developments in AI-related industries and experience firsthand the advancements in technologies such as #glasses-free3D, #StreetFighter, #ROG, and #HorizonZeroDown.
I believe in Tech For Good. I was also impressed by the progress in digital healthcare, with several prominent companies not only focusing on computer hardware but also making strides in digital medical equipment. For instance, I saw handheld ultrasound devices that are portable and suitable for use in out-patient departments or ambulances, as well as comprehensive physiological measurement systems that monitor blood sugar, blood pressure, cholesterol, uric acid, electrocardiograms, among others. Furthermore, I discovered an eye examination system that eliminates the need for dilating drops and can identify microvascular changes in the eyes of diabetic patients.
While medical technology is advancing rapidly, regulations governing digital healthcare have yet to catch up. I have repeatedly emphasized the need for a comprehensive #DigitalHealthcare Development Act that addresses personal data protection, information security, industry growth, utilization of health insurance data, and telemedicine. Only by considering these aspects can we effectively safeguard people's information security, foster industry growth, and improve healthcare quality and the well-being of the population. I organized two public hearings on this matter in the Legislative Yuan last year, and there is a consensus among ruling party and opposition legislators regarding the importance of advancing medical digitization. However, to date, I am the only one to have proposed a complete draft of the legislation. Consequently, the realization of extensive digital healthcare implementation in community and home care settings remains unfortunately elusive.
While the Lai administration has expressed its commitment to promoting AI industry development, I have also introduced an artificial intelligence bill in the Legislative Yuan. However, it is crucial to recognize that this is not enough. We must strive to improve Taiwan's basic infrastructure and enhance information security measures while prioritizing the development of digital healthcare. By doing so, we can positively impact public health and elevate the quality of life for all citizens.
