The Ghetto Informant Program:
The Ghetto Informant Program (GIP), *was* a vast surveillance initiative designed to penetrate Black communities during the late 1960s and early 1970s. The Church Committee Staff Report noted, “Perhaps one of the largest programs was the so-called ghetto informant program.” The numbers alone underscore the scale of state intrusion: “In August 1968, we had 3,248 racial ghetto-type informants… By October we were at 6,000. It reached its peak in 1972 with 7,500 ghetto informants.”
