₱96.5-M 'GHOST PROJECT' IN DAVAO OCCIDENTAL EXPOSED

A ₱96.5-million flood control project in Jose Abad Santos, Davao Occidental, has been exposed as a "ghost project" after an inspection by the Independent Commission for Infrastructure (ICI) and the Department of Public Works and Highways (DPWH) on Thursday, September 25.

DPWH Secretary Vince Dizon said the project — declared finished and fully paid in October 2022 to St. Timothy Construction Corp., owned by controversial contractors Curlee and Sarah Discaya — remains incomplete. During the site visit, he and ICI special adviser, Baguio City Mayor Benjamin Magalong, confronted local engineers after residents testified that construction only began a month ago.

Political power in Davao Occidental is firmly held by the Bautista family.

Governor Franklin "Colin" Bautista leads the province, with his sister, Vice Gov. Lorna Bautista-Bandigan, and brother, Rep. Claude "Auding" Bautista, also holding top posts. Another brother, Benjamin Joseph Bautista Jr., is mayor of Malita.

Franklin's children also occupy local positions: Bradly (Malita vice mayor), Brett (provincial administrator), and Bianca Ricci (FABC president). Bradly's wife, Jean, is a Malita councilor.

Claude's children likewise hold office: Claudine Bautista-Lim (DUMPER-PTDA party-list representative) and Dinko Bautista (Sta. Maria mayor).

Benjamin Joseph's children are also in politics: Benjamin "Enteng" Bautista (1st District board member) and Estefanie "Esma" Bautista (Malita councilor).
