Iโm always keen to understand the logic. You grant a licence and legal rights to a mining company to mine and export within the framework of the law and that company invests millions of dollars on that basis. Then, midway through the journey, you move the goalposts and insist, almost carte blanche, that mining companies, both small and large, must now invest in manufacturing.
But most of these firms are miners, not manufacturers. Their capital structures, skills, board and shareholder mandates and risk models are built around extraction, not downstream industrial processing. This kind of policy reversal is exactly the chopping and changing we keep highlighting as a structural policy failure in Zimbabwe.
