It's supply and demand. We needed a way to decrease the supply to keep up demand.

Well, Dahl had contracts with the grenade suppliers, which were either sister/daughter companies of Dahl that needed their numbers to reach certain thresholds to satisfy shareholders, or they were third party contracts that offered discounts for bulk.
