San Francisco has a small homeless population. But fewer homeless have shelter than in NYC! SF spends a lot on homelessness every year, but choses not to build many shelters, which are key to realistically enforcing quality of life laws. If people have somewhere to go, then you can curtail vagrancy and property crime. SF's homeless problem is a choice.
