بل اگر 24 اگست کو دستخط کے بغیر واپس آیا، تو ظاہر ہے اسی دن سے نافذالعمل ہوگیا تھا، لیکن اس کا باقاعدہ نوٹیفیکیشن 14 دسمبر کو اس لئے نکالا گیا کیوں کے اگلے دن 15 دسمبر کو KMDC کی فیسز میں 185 فیصد اضافہ کرنا تھا کہ جیسے ہی شور مچے ہم دوسرا کریڈٹ لے لیں
