Because Rei hardly had any character in the manga, and the anime was basing the first 20 episodes off her, Ami, and Usagi as a trio, since the manga was practically unfinished while the show was being adapted. Manga Rei would not be able to fill 20 episodes of content with her character, they needed some conflict.
