How does that help Britain?

The CV already has every skill and qualification you claim to want. Why force a cover letter on top? This isn’t a bursary sob story. Then you rage when people use AI in a market that treats humans like spam?
How exactly are applicants supposed to uniquely tailor everything for every single vacancy without burning out?
Being in HR doesn’t grant you superior intelligence or virtue. You just happened to have a job while others are fighting to eat.
