An emergency meeting of #JKVTWA, in collaboration with #JKECC & #JKTA @KJ@KJkecc, was held today under the chairmanship of President Mr. Shah Fayaz @ShahFay67820600 to address recent statements by Hon'ble Education Minister @sakinaitoo.
Terming Vocational Trainers engaged since 2016 as "backdoor appointments"—despite a transparent selection process via public advertisements, written exams & interviews under @JKSamagra—has deeply hurt & demoralized thousands of dedicated professionals serving for nearly a decade.
It is deeply disappointing that these trainers, previously recognized by the Hon'ble Minister @sakinaitoo herself as the "Backbone of Vocational Education," are now being accused of blocking permanent recruitment. Instead of a long-pending Job Policy, the community has been met with contradictory remarks causing widespread anguish.
J&K Vocational Trainers Welfare Association #JKVTWA, alongside #JKECC & #JKTA, will shortly hold a press conference to present the factual position, strongly condemn these statements and announce the future course of action regarding our ongoing indefinite strike.
We urge the Hon'ble Minister @sakinaitoo to verify official recruitment records, withdraw these misleading statements and acknowledge the invaluable contributions of VTs in Jammu & Kashmir.

I knew the outsourcing issue will eventually come down to blame game. NC will say PDP made back door appointments during their tenure. As CM sahib has said today.
I raised this question in the Assembly. And the government replied that 25000 jobs had been outsourced.
These are not backdoor appointments. These are outsourced appointments of government jobs. The crime committed by NC is that these should have been proper government jobs not outsourced jobs.
Unfortunately PDP is in a hurry of dramatising every issue, without understanding the core issue.
Please to my friends in PDP. Can somebody tell Mehbooba Ji. That these are not backdoor appointments. These are outsourced appointments. And outsourcing government jobs is the biggest evil confronting our youth.
The scourge of Outsourcing of government jobs is a much bigger crime than the menace of backdoor appointments. It is the introduction of an evil system that will make government based employment temporary. It is a system which is prone to corruption, where outsourcing companies and ruling class collude. And there are many more sensitive issues. Government jobs cannot be and should not be outsourced.
Coming to sensitive issues. My anger from outsourcing stems from the government’s decision to outsource jobs related to what was called ICPS during my tenure as Social Welfare Minister. And is now called Mission Vastalya.
I had the privilege of implementing ICPS in J and K. An entire departmental regime, ICPS was set up for protection of children. This was for the first time that a formal child protection regime was set up in J and K. ICPS would protect children against sexual abuse, juvenile detention and many more threats. Child protection committees were set up across all districts.
Post 2019, the LG government tried to outsource the appointments in ICPS, now Mission Vastalya. They decided to fire all the employees recruited by government on contractual basis. The employees went to the court and got a stay order. The remaining recruitments however, were to be outsourced.
I have issued a statement against these actions, I think it was 4 years back. I stated that how can you outsource jobs related to our children. Will an outsourced employee be able to stand up to a senior police officer and tell him why have you arrested a juvenile.
The outsourcing of recruitments took time and meanwhile elections were held. And I was happy that now an elected government is in place and our children will be safe. And to my horror this elected NC government outsourced the remaining jobs of ICPS, now Mission Vastalya. And their intentions against the existing ICPS government employees are as malafide as they were in the post 2019 regime. In all assembly sessions I asked questions about ICPS. Answers reeked of arrogance.
To my friends in PDP. Please this is not an issue of backdoor appointments. Please don’t trivialise this issue. Should you need any help in understanding this issue please feel free to contact. But in a hurry to earn some brownie points don’t kill this issue.
I see those who have been recruited as victims. They are in employment, at the pleasure of the outsourcing company. These people are temporary. They can be fired anytime. And they will be. New government will mean new outsourcing agency.
Outsourcing is a serious issue confronting our youth. It is a bad system. I have said it repeatedly in the past that it privatises government jobs. NC promised in their manifesto that they will create 100000 new government jobs. Instead of creating 100000 government jobs they have so far converted 25000 government jobs into private jobs.
I will come up with a full case study, replete with dates, which details the culpability of the present NC regime in the outsourcing crime. Meanwhile a request to my friends in PDP. Please don’t allow NC to walk away with murder. Stop calling outsourcing as backdoor appointments.
Hon’ble Minister @dpradhanbjp Ji, while discussions on skilling and employability are encouraging, the reality of skill education in Jammu & Kashmir remains incomplete.
Vocational Trainers, who have been imparting skills in schools since 2016 and are the backbone of Skill India at the grassroots level, continue to work under a failed outsourced system through #VTPs. Despite repeated assurances and the vision of NEP 2020, we still await a comprehensive job policy, job security, fair salary structure, annual increments and #FREEDOM from the failed outsourcing model.
If skilling is to truly strengthen employability and educational outcomes, those delivering these skills must also be empowered, protected and recognized. Strengthening vocational education begins with strengthening Vocational Trainers.
We hope the ongoing collaboration between the Centre and J&K Government will address these long-pending issues and ensure dignity, stability and a sustainable future for the Vocational Trainers serving thousands of students across Jammu & Kashmir.

EID IS COMING, BUT OUR SALARIES ARE STILL PENDING
With the holy festival of Eid just days away, thousands of Vocational Trainers across J&K are left empty-handed. While the world prepares to celebrate, we are left begging the system for our own hard-earned meager salaries.
This is not a one-time delay. Since 2016, Vocational Trainers have repeatedly suffered the same financial distress. Despite clear #MoU guidelines and repeated orders and directions issued by Samagra Shiksha and the Labour Commissioner due to persistent violations, #VTPs continue to disregard payment mandates and fail to release salaries by the 5th of every month. Ironically, despite violating conditions and directives time and again, they still continue to dictate terms as though they are above accountability. Alas!
Despite rendering more than a decade of dedicated service to the Education Department, Vocational Teachers continue to work without job security, a clear policy framework, or basic service benefits and allowances. The real implementation of skill education has always depended upon the commitment and efforts of ground-level Vocational Teachers. In contrast, #VTPs have failed to demonstrate any meaningful contribution to strengthening the system. Their repeated inability to ensure timely salary disbursement reflects a long-standing pattern of inefficiency, raising serious questions about their relevance and role in vocational education.
We earnestly request our Honorable CM @OmarAbdullah@CM_JnK and Honorable MoE @sakinaitoo to step in, hold these failing #VTPs accountable and RELEASE OUR PENDING SALARIES IMMEDIATELY so our families can celebrate Eid with basic dignity.

After more than 10 years of blatant disregard for rules, Indus Edutrain Pvt Ltd @indus_pvt has finally accepted its violations of #MoU conditions and employee leave rules in Jammu & Kashmir. While they are now "updating" rules to align with the law, a massive question remains for the management and the authorities:
What about the decade of financial exploitation?
For years, under a regime of professional dictatorship, the salaries of almost all Vocational Trainers were unlawfully deducted. These deductions, when totaled across the state, amount to lakhs and #millions of rupees, money that belongs to the hard working vocational trainers and their families.

To Indus Management @indus_pvt : An admission of guilt is meaningless without restitution. Will you refund the total amount of unlawfully deducted salaries to every affected VTs immediately? @VCF_JK
To @JKSamagra@SchoolEdujkut How were these #VTPs allowed to operate and exploit vocational trainers for 10 years in J&K despite clear violations of the #MoU? Why is there no strict oversight to protect the rights of Vocational Trainers?
We are not just asking for a policy change, we are demanding full financial restitution and the immediate removal of all exploitative #VTPs from Jammu & Kashmir.

VTs are the architects of a skilled J&K. While the Delhi Government has set a brilliant precedent by increasing salaries of VTs to ₹38,100, we believe J&K will lead the way too.

We hope the remaining PAB-approved increment for 2025–26 is also released at the earliest.
We place on record our firm appreciation for the Worthy State Project Director @bhawani_rakwal, Samagra Shiksha J&K, and the Worthy Chief Accounts Officer @JKSamagra for issuing this decisive order and making it public. This order officially validates the long-standing concerns raised by Vocational Trainers regarding systematic violations of the Memorandum of Understanding (MoU) by Vocational Training Partners #VTPs.
The order makes it abundantly clear that all Vocational Training Partners #VTPs have been in continuous and comprehensive violation of the MoU since its inception in 2016. These violations are not confined to any single aspect, but extend to multiple core terms and conditions of the MoU, reflecting a complete failure of compliance and accountability. On this basis alone, all #VTPs stand disqualified from continuing in the vocational education system of Jammu & Kashmir.
It is now an established and documented fact that all #VTPs have failed to fulfil even the basic obligations prescribed under the MoU. This position has already been submitted in writing by all 20 Chief Education Officers of J&K and the Directors of School Education, particularly during deliberations on the implementation of the Haryana Model. These recommendations are explicit, unanimous, and against the continuation of all #VTPs, leaving no administrative or legal justification for their retention.
Despite repeated warnings and documented failures, crores of public funds have continued to be channelled to private companies that have proved to be a burden on the vocational education ecosystem rather than contributors to it. This situation reflects systemic inefficiency and must be brought to an end.
We therefore categorically demand that the Government of Jammu & Kashmir immediately act upon the recommendations already submitted by the CEOs and Directors, and initiate the removal of all #VTPs without any further delay.
We expect the present Government @JKNC_@OmarAbdullah@sakinaitoo to honour the commitments made to the Vocational Trainers of J&K, beginning with decisive structural reforms strictly in accordance with the recommendations already placed before the Worthy Secretary, School Education Department, J&K.@SchoolEdujkut
This order must be treated as a trigger for corrective action, not a mere formality. The vocational education system of Jammu & Kashmir demands accountability, reform and justice—without compromise.

Heartiest Congratulations to All RReT Teachers
The long-awaited Transfer Policy Committee for RReT teachers has finally been constituted. We extend our sincere appreciation to the Hon’ble Chief Minister @OmarAbdullah Sahab, our Hon’ble Education Minister @sakinaitoo Ji, and the entire School Education Department @SchoolEdujkut for taking this much-needed step. This decision will bring relief, dignity, and a sense of fairness to thousands of dedicated teachers serving across J&K.
But as we celebrate this development,
we also humbly draw attention to another section of the education workforce — the Vocational Trainers (VTs).
For 10 long years, Vocational Trainers have worked silently and tirelessly at a single place, without any service benefits, without a transfer policy, and only on a modest consolidated salary.
Many of our Vocational Trainers continue to serve in hard-zone schools, in remote and challenging terrain across both the divisions. And many others are working cross-district, travelling 100+ km daily just to ensure that skill-based education reaches every child.
Along with this, a major portion of our salary is drained in transport expenses and rented accommodation, leaving very little for our families. On the other side, Vocational Trainers face continuous exploitation at the hands of companies #VTPs, who leave no stone unturned in imposing self-styled rules, unjust deductions, and practices that openly disregard constitutional norms and basic labour protections.
Our female Vocational Trainers, especially, face tremendous difficulties during harsh winters, long travel routes, and tough commute conditions, yet they never step back from their duty.
Today, with deep hope and trust, we request Hon’ble Sakina Itoo Ji @sakinaitoo to kindly look into our issues as assured to us.
We have 2000+ vacant Vocational Trainer posts waiting to be filled, but before that, we earnestly urge the government to transfer Vocational Trainers working in hard zones and cross-district placements, so that after a decade of service, they can at least work within their own districts or nearby areas.
This small step will bring huge relief, dignity, and emotional support to hundreds of families.
We are not asking for privilege — only for fairness, humanity, and the chance to serve with dignity.
Hope this time, a concrete way out will be created for our Vocational Trainers too.

As I dig deeper into the crisis raised by @JKVTWA, an even darker truth emerges:
India's vocational education system, marketed as the “great equalizer,” has quietly collapsed into a factory of frustration. It chews up millions of young aspirations and spits out anxiety, debt, and despair.
What was sold as a dignified pathway for skill-based careers has instead become a parallel universe of obsolete curricula, rusted machinery, absent instructors, hollow certifications, and zero accountability.
Private employers mock the certificates.
Government jobs meant for these students never materialize, buried under vacancies, backlogs, and blatant nepotism.
Families take loans; students migrate to towns and cities, live in hostile hostels, and return with nothing but broken promises and mental exhaustion.
And amid this decay, there is one group facing the cruellest irony of all:
The vocational trainers themselves, the very backbone of the system, are being crushed.
Appointed vocational trainers, who were promised dignity, timely wages, and a role in shaping India’s skilled workforce, are instead:
- Unpaid for months, in some cases up to three months as seen with LNJ Bhilwara.
- Exploited under the VTP (Vocational Training Provider) system, which has drained public funds while trainers struggle to survive.
- Denied job security, social benefits, career progression, or even basic respect from the system they serve.
- Forced into silence because speaking up risks termination from the same private contractors who profit from their labour.
While bureaucrats inaugurate ghost workshops and training providers polish glowing annual reports, vocational trainers are slipping into financial distress, emotional breakdowns, and quiet hopelessness.
This is not a skill ecosystem.
This is a national betrayal, a structure designed to look functional from the outside while collapsing from within.
Until we acknowledge that vocational education is deliberately kept inferior, and that its trainers are treated as disposable, the crisis will continue to swallow more youth and educators alike.
Mental health cannot wait for another committee.
Livelihoods cannot wait for another circular.
And vocational trainers cannot wait for another empty assurance.
The truth is simple: The emperor @narendramodi@OfficeOfLGJandK@CM_JnK has no clothes.
And those who serve him are suffering the most.

Their voices echo a decade-long struggle against the exploitative #VTP system that has drained public funds while leaving dedicated vocational trainers unpaid for months, up to three in the case of LNJ Bhilwara, and failing to deliver on placements, internships, or skill development for our youth. Teachers truly build nations, as they rightly state, yet these intermediaries build only invoices.
It's time to dismantle this failed model. Direct recruitment through Samagra Shiksha @JKSamagra would ensure transparency, dignity for trainers, and efficient use of resources to empower J&K's students with real skills.I urge you, along with Hon'ble Education Minister @sakinaitoo, Chief Secretary @DullooAtal, and the team at @SchoolEdujkut, to prioritize the 2000 upcoming posts for direct engagement. The #VTP LNJ @lnjbhilwara has not paid the salaries of Vocational Trainers for the last 3 months and other #VTPs haven’t paid for 2 months.
Yet these companies #VTPs continue to take management cost from the department every month, without managing anything.
We honestly fail to understand:
What “Management Cost” is being paid when not a single responsibility is fulfilled on the ground?
They can’t even perform the basic duty of paying salaries on time.
If a #VTP cannot arrange even one month’s salary from its own funds (which the department reimburses later), then what purpose do these companies #VTPs serve?
For the last 10 years, billions of rupees have been poured into #VTPs.
FOR WHAT?
To watch them fail in placements, ignore internships, delay salaries, and treat vocational teachers as liabilities instead of assets?
A company #VTP that does not value a teacher can never ever contribute to the development of a country.
Their only goal is to earn more, more, and more, not to build skills, not to support students, and certainly not to respect vocational trainers.
We request the Hon’ble CM @OmarAbdullah@CM_JnK and Hon'ble Education Minister @sakinaitoo to act now:
End this failed #VTP system.
Pay Vocational Trainers directly through Samagra Shiksha.
Remove these profit-hungry intermediaries once and for all.

This is exactly what the @INCJammuKashmir, Congress in Jammu & Kashmir stands with, the real, aching issues of our people. We are fighting with the spirit of hope, liberty, justice, equality and fraternity, the very values our Constitution promised us.

A Respectful Appeal for Direct Recruitment Through Samagra Shiksha, Not Through Companies (#VTPs).
We humbly appeal to the Hon’ble LG, @OfficeOfLGJandK@manojsinha_ Hon’ble CM @OmarAbdullah@CM_JnK , Hon’ble MoE @sakinaitoo and the Hon’ble Chief Secretary, @diprjk@DullooAtal to ensure that the upcoming 2000 Vocational Trainer posts are recruited directly by Samagra Shiksha J&K, @JKSamagra not through private companies #VTPs. Direct engagement is fully possible, as even Samagra Shiksha has clarified, and it is the only way to end the long-standing suffering of vocational trainers and improve the overall efficiency of skill development in J&K.
#VTPs have consistently failed in every core responsibility. Placements remain ZERO, internships/OJTs are neglected, and salary delays continue for months, causing financial and mental stress to vocational trainers. Yet private companies #VTPs continue to receive management costs year after year without accountability.
If the new posts are again routed through private companies (#VTPs), they will earn ₹50 lakh every month (₹6 crore a year) merely as management costs for just 2000 posts, public money that could instead be used to strengthen vocational labs, enhance student training, and improve quality.
Direct recruitment by Samagra Shiksha @JKSamagra will bring transparency, accountability, dignity, and cost-effectiveness, and will finally offer thousands of qualified unemployed youth in J&K a fair chance at stable employment.
We sincerely request that these posts be advertised as direct engagements under Samagra Shiksha, ensuring justice to vocational trainers, better outcomes for students, and responsible use of public funds for the future of vocational education in Jammu & Kashmir.
