Flats are the slowest to appreciate, so they are only really going to lose more ground.
They have to cut their losses.
@landlord_secret Location and spec play a huge factor. Basic bathroom sticking wall panels over existing tiles and you can be in and out in a few days. Or full back to brick refurb, new plumbing and wiring, mood lighting, niches, tanked, walk in shower, mitred tile edges several weeks work.

I have a property which was fully renovated 5 years ago (new windows, roof, electrics, boiler, kitchen, bathroom etc) lived there myself and it’s great. However, it’s a Victorian terrace with solid wall so doesn’t comply.
@moving_charlie Those landlords who provide poor quality accommodation will continue to flout any new legislation.
The landlords who provide good accommodation will have increased costs to contend with, and thus have to increase rents.
