It is when upgrading certain infrastructure increases the usage of the tool the infra was made for.
In this case, DUKE was built for cars, and with its opening, car usage will increase more rapidly, because owning a car is now more convenient.

@janggut34544893@Natcromancer And considering that the load factor compares average passenger load to peak hour capacity, I'm sure that the peak hour occupancy is weighted heavily enough that the line appears 21% (now 19%) over capacity
Don't forget that at many off peak hours the KJ line is still well used

1. Ever taken the KJ line during peak hours? They're EXTREMELY packed, even on 4 coach trains. Crowds on 2 coach trains might be unimaginable
2. Even at off peak hours they're still pretty well-used. Occupancy could go up to about 70%, especially past 9pm
