Yes, the United States has the most progressive tax system in the world. The top 1% pay 40% of taxes, the bottom 50% pay 3% of taxes. We can make it even more progressive by zeroing out taxes on the bottom half. It’s a small amount of the total tax revenue but very meaningful to people in this group.

Imagínate que quieres emprender en Venezuela y decides hacerlo todo por la vía correcta:

Registras la empresa, pagas impuestos, llevas contabilidad limpia, cumples con cada requisito. En teoría, eso debería darte estabilidad. En la práctica, te vuelves más visible, más expuesto y más dependiente de un sistema que no es consistente.

Mientras tanto, otro negocio hace lo mínimo necesario para operar, se mantiene por debajo del radar, ajusta sobre la marcha y se protege mejor. No porque sea más capaz, sino porque "entendió mejor" el juego. Y muchas veces termina teniendo más margen, más flexibilidad y menos riesgo.

Ese contraste dice más del sistema que de la gente. Cuando hacer las cosas bien te pone en desventaja, el problema no es cultural ni moral. Es de incentivos. Y los incentivos los define el marco institucional, no la voluntad individual.

Después nos preguntamos por qué cuesta construir empresas sólidas, por qué todo se siente frágil, por qué hay poco largo plazo. Pero es bastante lógico. Si el sistema castiga la formalidad y premia la opacidad, lo que se desarrolla no es tejido empresarial. Es adaptación.

Por eso a mí me cuesta comprar el discurso de “hay que apoyar al emprendedor”. Si el entorno sigue torcido, ese apoyo es superficial. El punto es otro: dejar de penalizar al que intenta hacer las cosas bien desde el primer día.

Porque mientras eso no cambie, vamos a seguir teniendo más gente "aprendiendo a sobrevivir" dentro del sistema que gente construyendo algo que funcione fuera de él.

Y eso, por definición, no escala.
