The Philippine Sports Stadium has max capacity of 25K seated. Take away the seats behind the 4 FOH, you are down, probably 20k, and that's being generous.
If the floor tickets are standing, they might be able to go up to 25K-30K. It will still be the smallest venue in the tour. It has 2 dates.
Question is why.

Theory #1: Live Nation/Ticketmaster, promoter of BTS ARIRANG TOUR, is in partnership with this venue.

Theory #2: Maybe Live Nation/Ticketmaster tried to work it out with the other bigger venues but didn't reach a deal.

Theory #3: The other venues are managed by SM TICKETING which is EXTREMELY questionable, red tape and all. As a sample, you need to pay for special ticketing service to be guaranteed you can get tickets. This does not go to BTS or BIG HIT but to private individuals who, for some reason, are able to get tickets when everyone else can't.

It's also possible that Ticketmaster is the one who learned about this, turned it away because neither they nor BTS will benefit. In the meantime, the fanbase will just suffer financially.

It would be better to push for more dates in Singapore (they have 4), Thailand, and other Asian countries. Filipinos don't need a visa there, it's close.

That being said, Filipinos are some of the best hackers. We produced the legendary "i love you virus" hacker that brought Microsoft to its knees. When Laser Discs declared themselves "unhackable", it took all but 24 hours for someone in the Philippines to crack it. If anyone can crack a ticketmaster cheat, it would be from my home country.

Moral lesson:
1- If you need a white hat hacker, recruit a Filipino.
2- We are screwed in ticketing.
