From "Further Consolidated Appropriations Act of 2024"- SECDEF has authority from Congress to transfer up to $6 Billion given certain stipulations. I assume that this pay day maxed out this authorization, and given a stalemate in Congress, 29 OCT will not have an easy solution.
As MILPER and RDTE are appropriated in different pots by Congress, I am legitimately curious how this will work. There are ways to do transfers between allocations, but it still involves Congress approval/notification and has ceilings to the total amount.

Would love to see the US military train AI to augment FDO responsibilities. A well trained tool would speed up the process of clearing information and more importantly allow us to collaborate with allies and partners better in competition and conflict.
