राजस्थान के FMG इंटर्न्स पिछले 5 दिनों से जयपुर स्थित DME कार्यालय के बाहर शांतिपूर्ण धरने पर बैठे हैं।

विदेश से MBBS की पढ़ाई पूरी कर FMGE उत्तीर्ण करने के बाद ये युवा डॉक्टर राजस्थान के सरकारी अस्पतालों में अनिवार्य इंटर्नशिप कर रहे हैं और मरीजों की सेवा में जुटे हैं। इसके बावजूद उनके स्टाइपेंड और लंबित भुगतान को लेकर अभी तक स्पष्ट समाधान नहीं हो पाया है।

NMC के CRMI Regulations, 2021 में इंटर्न्स के स्टाइपेंड से संबंधित प्रावधान हैं। FMG इंटर्न्स की मांग स्पष्ट है—उन्हें समान कार्य और समान जिम्मेदारी के अनुरूप लागू स्टाइपेंड एवं लंबित भुगतान का उचित लाभ मिले।

यह किसी विशेष सुविधा की मांग नहीं, बल्कि समान जिम्मेदारी के लिए समान और न्यायसंगत व्यवहार की मांग है।

राजस्थान सरकार से माँग है कि FMG इंटर्न्स की इस समस्या का शीघ्र समाधान करते हुए उन्हें लिखित रूप में स्पष्ट निर्णय दिया जाए, ताकि वे सम्मान और निश्चिंतता के साथ मरीजों की सेवा जारी रख सकें।

PRESS RELEASE FOR FMGs STIPEND 👉
It directed that if the amount is not paid, the Secretary, Ministry of Health and Family Welfare, Government of Rajasthan, must appear in person and show cause why proceedings should not be initiated for violating the Court's order.

The Hon’ble Supreme Court has passed a very important observation that doctors are working tirelessly and not getting stipend. They also orally mentioned that they should be no disparity between the Foreign Medical Graduates and Indian Medical Graduates. This is indeed a welcome initiative since doctors are not bonded labourers. The order regarding the state of Rajasthan also brings hope to many doctors tirelessly doing their duties.

“The 13 Petitioners were represented through Ms. Tanvi Dubey Advocate @advocate_tanvi . She also handed over a chart as referred to in the order.

Advocate Dr. Charu Mathur, appearing for doctors who are foreign medical graduates at the Government Medical Colleges in Jhalawar, Dungarpur and Dholpur, apprised the Court that although funds for these young doctors have been sanctioned, they have not been released by the State of Rajasthan owing to budgetary constraints.
Dr. Mathur submitted that interns have been made to sign affidavits meant to stop them from ever claiming their stipend or approaching the Court, and that a stipend is not a favour that can be signed away.

After hearing the submissions, the Court made it clear that its orders must be implemented in letter and spirit. It directed that if the amount is not paid, the Secretary, Ministry of Health and Family Welfare, Government of Rajasthan, must appear in person and show cause why proceedings should not be initiated for violating the Court's order. The matter will be heard again after two weeks.
After the strong words from the court, a junior lawyer appearing for State of Rajasthan assured court that needful will be done before the next date.
No AAG of state was present during the course of hearing says Adv Dr.Charu Mathur.

Association Demands Immediate Release of Stipend for Rajasthan FMGs, Citing Clear Directions of the Court

Jaipur, Rajasthan | 19 September 2026

The All FMGs Association (AFA) @official_afa_ & AIMSA-FMSW @aimsa_fmsw expresses serious concern over the continued non-payment of internship stipends to FMGs undertaking compulsory internships in Rajasthan.

Recently, FAIMA (@FAIMA_INDIA_) has highlighted the issue regarding the non-payment of stipends at NMC.

FMG interns have been peacefully protesting at the Directorate of Medical Education (DME), Rajasthan, demanding the stipend that is due to them. Despite spending days at the DME and continuing their protest even in difficult weather conditions, the interns are still awaiting a clear written order and actual release of the stipend.

Our demands are clear:

Immediate release of the pending internship stipend of all eligible FMGs in Rajasthan.
Immediate issuance of a written government order/official communication confirming the payment and timeline.
The concerned authorities should ensure complete compliance with the Court’s directions in letter and spirit.
FMGs should not be made to face further delays on account of administrative or budgetary procedures after the amount has reportedly been sanctioned.
A time-bound mechanism should be communicated for clearing all pending stipend dues.
No FMG intern serving patients alongside their IMG counterparts should be subjected to discriminatory treatment in payment of internship stipend.

The FMGs currently protesting at the DME are not demanding any special privilege. They are asking for fair and equal treatment for the work they perform during their compulsory internship.

AFA & AIMSA-FMSW urges the Government of Rajasthan, DME & concerned authorities to resolve the matter immediately through a written order and release of the pending stipend.
