If they’re combined tracts, then they’re still arbitrary (per the complaints about the map). And agreed re new development. Perhaps just a big asterisk for the 13-18 margins of error and move on.

Not going to get into a methodological discussion of the relative benefits of using 2010 enumeration versus 2013-2018 5-yr estimates for single tracts 10 years after 2010 census day, much as I want to. But worth a thought.
